International court tells El Salvador to allow abortion of deformed fetus

SAN JOSE (Reuters) - The regional human rights court for the Americas on Thursday told El Salvador it must let doctors perform an abortion on a woman carrying a seriously deformed fetus that has put her life at risk, but the Central American nation was not bound by the move.

The Inter-American Court of Human Rights took the action after El Salvador's Supreme Court issued a ruling on Wednesday rejecting an appeal brought by the 22-year-old woman at the center of the case. She had sought an abortion even though El Salvador banned all types of abortion in 1999.

The woman uses the name "Beatriz" to protect her identity. Her fetus has a serious condition known as anencephaly that results in only partial brain development. Such a fetus has little or no chance of surviving after birth.

Beatriz, meanwhile, suffers from lupus and kidney problems, posing a grave threat to her own health.

The Inter-American Court of Human Rights, based in Costa Rica, said El Salvador needs to take urgent action to protect the life of Beatriz. That means performing an abortion, a spokeswoman for the court said.

It has asked El Salvador's government to comply with its nonbinding resolution before June 8. The court does not have the power to take steps against member countries such as El Salvador.

The case has brought new attention to El Salvador's strict abortion laws. Women found guilty of having an abortion in El Salvador face lengthy jail sentences.

VIEWS ON ABORTION

Attitudes in Latin America, a predominantly Roman Catholic region, are slowly changing toward abortion with some countries such as Colombia relaxing their rules in order to permit abortions in the case of rape.

Beatriz, who is 26 weeks pregnant, had asked El Salvador's top court to approve the abortion. But in a 4-1 ruling, the court refused her request.

"The rights of the mother cannot be privileged over those of the unborn child," the court said in its decision, arguing "the Constitution protects human life from the point of conception."

The Inter-American Court of Human Rights is part of the rights framework for the 35 members of the Washington-based Organization of American States (OAS).

El Salvador is among the countries that have signed the organization's American Convention on Human Rights.

Article 4 of that convention, entitled the "Right to Life," states: "Every person has the right to have his life respected. This right shall be protected by law and, in general, from the moment of conception. No one shall be arbitrarily deprived of his life."

When ratifying the convention, El Salvador said it recognized the competence of the Inter-American Court of Human Rights "insofar as this recognition is compatible with the provisions in the Constitution" of El Salvador.

The Latin American nations that permit abortions during normal pregnancies are Uruguay, Cuba and former British colony Guyana. Mexico City's leftist local government decided to allow abortion in the first 12 weeks of pregnancy.

Argentina's Supreme Court ruled last year that all rape victims have the right to a legal abortion, clarifying an ambiguously worded law and reflecting a gradual change in attitudes toward abortion in society.

However, there has been no big push for abortion to be made legal in Argentina, and President Cristina Fernandez has said she does not support legalized abortion.

The Oklahoma tornado Monday was an EF5 ? the severest rating. But a tornado that hit the same area in 1999 had faster winds, and a 2004 Nebraska twister was almost twice as wide.

The National Weather Service has rated the tornado that struck Moore, Okla., Monday afternoon as an EF5, the highest rating with wind speeds estimated at more than 200 miles an hour.

The event gives Moore the distinction of being the only city in the world to have taken a direct hit from an EF5 twister twice ? once in 1999 and again Monday. The new estimate, up from a preliminary estimate of EF4, brings to 59 the number of these chart-topping tornadoes to strike US since 1950, according to data gathered by the National Weather Services Storm Prediction Center (SPC) in Norman, Okla.

The wind strengths are estimates based on the extent of damage inflicted on different types of structures. With the exception of the weakest tornadoes, twisters tend to destroy any wind sensors placed in their paths. Researchers have been able to measure wind speeds higher in the funnel on a few tornadoes through other means. They clocked wind speeds in the twister that hit Moore in 1999 at 302 miles an hour ? the fastest wind speeds ever recorded on Earth.

Monday's tornado widened and narrowed along its path, notes Rick Smith, warning coordination meteorologist at the local National Weather Service Forecast office, also in Norman. But it reached its maximum width as it spun across Moore, leaving behind a path of destruction some 1.3 miles wide, he says.

The current record for widest tornado remains an EF4 twister that hit Hallam, Neb., in May 2004. At its most intense, it spanned nearly 2.5 miles.

Oklahoma turns out to be ground zero for tornadoes rated EF4 or EF5, according to the SPC, while Oklahoma City has had some 100 twisters cross its boundaries since 1896, with another 49 counting as near misses.

The tornadoes that have popped up over the past few days belie the relatively benign conditions that have existed throughout much of the past year, researchers say.

While April was the 13th warmest on record globally, it was the 23rd coolest for the continental US and the coolest for the lower 48 since April 1997, according to National Oceanic and Atmospheric Administration.

This contributed to a very slow start to the 2013 tornado season. For the 12 months ending April 30, the US experienced 197 tornadoes rated EF1 or higher, according to data compiled by Harold Brooks, a tornado researcher at the National Severe Storms Laboratory in Norman. That's 50 fewer twisters than the previous record low, which was set from June 1991 to May 1992.

And while severe weather in January and February led to more reports of tornadoes for each month than the 1991-2010 averages would suggest, March and April's tornado reports were well below the 30-year average.

But by mid May, the atmosphere, and severe thunderstorms, began to fire up. For the month through May 21, preliminary data gathered by the SPC indicate some 127 tornado reports around the US, but focused largely on the Plains and Midwest. This compares with 83 reports in April, 18 in March, 46 in February, and 64 in January. The total year to date is running well below the 2005-2011 average total of 718 reports through May 20.

Errani advances on opening day at French Open

PARIS (AP) ? An hour into the French Open, 2012 runner-up Sara Errani was into the second round.

The tenacious Italian beat Arantxa Rus 6-1, 6-2 Sunday in the opening match on Court Suzanne Lenglen.

Errani reached a Grand Slam final for the first time a year ago at Roland Garros, then lost to Maria Sharapova.

EAU CLAIRE COUNTY, Wisc. (WEAU) - Three days after an explosion destroyed their house, the Pederson family returned home.

After a day on the beach while vacationing in Georgia, Jennifer and Brian Pederson said they knew something was wrong after seeing several missed calls on their cell phones.

"We started dialing numbers back and realized what had happened, and we never expected that it was our house,? Jennifer Pederson said. ?Once people started sending us pictures, that's when it really hit us."

More than 1,200 miles away, their home exploded shortly after noon Sunday on Partridge Road near Fall Creek. Debris flew into neighboring homes but no one was hurt. Firefighters responded, but found no flames.

The family of five left Monday, and returned Wednesday night. Investigators have yet to find a cause, something the family said is important to know.

?It's nice to put closure, but at the same time, it would be good to know going forward for our next home, and anybody really what happened, so they don't experience this again,? Pederson said.

Now staying in a hotel, the Pedersons plan on finding a temporary home, before rebuilding on the same land.

?We're fairly certain we'll just build right back. The neighbors have been wonderful, and I don't want to move,? she said.

Jennifer said she keeps 'What ifs' out of her mind, but is thankful everyone was safe.

?Now, really I'm inconvenienced for about a year, but really it could have been so much worse.?

?I'm so relieved no one was hurt. That was our first concern was about the neighbors and making sure that everybody was safe. Knowing that they were made it so much easier for us. Yes, it's not the greatest site to look at right now, but that can all be replaced and it can be rebuilt,? she said.

Jennifer Pederson said some items like a dresser built for her daughter and other home-made crafts were lost, but was happy to find scrapbooks saved from the rubble.

To help out the family there are multiple places taking donations. Citizens State Bank on North Hillcrest Parkway in Altoona and all R.C.U. locations are taking monetary donations to help the family.

Little Star Daycare in Altoona is taking donations for the children: a seven-year-old girl and twin boys who are five.

Budget handheld devices can now be equipped with the BCM4339, which Broadcom says brings the same performance as its top-end mobile chip while integrating power and low-noise amplifiers for easier integration. Meanwhile, the BCM43162 is targeted at desktop and notebook PCs with direct support for the Microsoft's Windows OS. Customers are now sampling both chips, and Broadcom expects volume production in the second half of the year -- another possible reason to put off that notebook purchase a bit longer.

British police identify new leads in Madeleine McCann case

LONDON (Reuters) - British police said on Friday they had identified people they want to question about the disappearance of Madeleine McCann, the three-year-old who went missing in Portugal six years ago.

Madeleine disappeared from her room at a holiday resort in the Algarve, Portugal, on May 3, 2007, as her parents dined at a nearby restaurant, sparking a global manhunt and transfixing the world's media.

Speaking to the Evening Standard newspaper, Detective Chief Superintendent Hamish Campbell, head of Scotland Yard's Homicide and Serious Crime Command, said: "There are a lot of people of interest," without saying how many.

"There are people who could be properly explored further, if only to be eliminated."

British police confirmed they had identified people of interest but said they had not asked Portuguese police to arrest anyone.

Despite reported sightings the world over, the fate of Madeleine McCann remains a mystery.

Her parents Kate and Gerry were named as official suspects by Portuguese police four months after their daughter's disappearance, but in 2008 were cleared.

"Kate and Gerry remain very, very pleased with the work that Scotland Yard are doing and have been encouraged by Operation Grange from the day it began," the McCanns' spokesman Clarence Mitchell was quoted as saying by the British media.

British Prime Minister David Cameron ordered a new investigation by London police after the McCanns wrote to him in 2011 saying neither British nor Portuguese authorities had done enough to try to find their daughter.

The average consumer may be able to thumb through FCC filings to get a peek at their next smartphone, but certain government employee's hopes lie in the hands of another agency: the US Department of Defense. Good news for federally employed BlackBerry fans, then -- the company just announced that BlackBerry 10 smartphones and PlayBook tablets running Enterprise Service 10 have been added to the Defense Information Systems Agency's approved product list. Finally, DoD employees can toss out that BB7 handset and join their friends in 2013. Check out the company's official statement after the break.

5 shot at ?crab festival? in Florida, but wait, there?s a catch

Attendees at Williston, Fla.'s 2012 "CrabFest" (Facebook)For most people, a Florida crab festival brings to mind a mellow time with ample beverages to wash down the abundance of crustacean culinary delights.

But one Florida crab fest was anything but after five people were shot, including one man who later died.

And as the Sun-Sentinel reports, shooting or not, the event isn?t even remotely connected to anything resembling a traditional crab festival.

Instead, the city of Williston?s Crab Fest is actually a series of unofficially organized street parties that brought in an estimated 10,000 revelers this year.

If it weren?t for the violence, that would be an impressive statistic, especially considering the event has no corporate or government advertising and is instead promoted primarily through social media circles and word of mouth.

But the Levy County sheriff's office says the event has been plagued by violence for years. So this time, authorities tried to be prepared.

?The Levy County Department of Public Safety had pre-staged ambulances and a Medical helicopter in the area for the Festival. The large crowds made it impossible for ambulances to reach the wounded,? reads a press release from the sheriff?s office. ?Despite the large crowds walking and dancing in the roadway, Deputies and EMS personnel were able to evacuate the victims in law enforcement and private vehicles.?

The police even put out a press release in advance of the event, warning people of increased traffic and wishing attendees a good time.

The police have since arrested Devonte Tremaine Ocasi, 19, in connection with the shootings. WCJB ABC News-20 reports that Ocasi has been charged with attempted first degree murder, discharge of firearm with injury, aggravated assault with a firearm and possession of a firearm. He?s currently being held on a $1.5 million bond.

Police are still investigating the possibility of a second shooter involved in the incident.

New evidence on how fluoride fights tooth decay

May 1, 2013 ? In an advance toward solving a 50-year-old mystery, scientists are reporting new evidence on how the fluoride in drinking water, toothpastes, mouth rinses and other oral-care products prevents tooth decay. Their report appears in the ACS journal Langumir.

Karin Jacobs and colleagues explain that despite a half-century of scientific research, controversy still exists over exactly how fluoride compounds reduce the risk of tooth decay. That research established long ago that fluoride helps to harden the enamel coating that protects teeth from the acid produced by decay-causing bacteria. Newer studies already found that fluoride penetrates into and hardens a much thinner layer of enamel than previously believed, lending credence to other theories about how fluoride works.

The report describes new evidence that fluoride also works by impacting the adhesion force of bacteria that stick to the teeth and produce the acid that causes cavities. The experiments -- performed on artificial teeth (hydroxyapatite pellets) to enable high-precision analysis techniques -- revealed that fluoride reduces the ability of decay-causing bacteria to stick, so that also on teeth, it is easier to wash away the bacteria by saliva, brushing and other activity.
