Hopes fade for AstraZeneca and Rigel's arthritis pill

LONDON (Reuters) - An experimental rheumatoid arthritis drug from AstraZeneca proved inferior to Abbott Laboratories' Humira in a clinical study, knocking hopes for one of the few late-stage products in the company's pipeline.

The mid-sized study of fostamatinib - given as a pill rather than injected, as is the case with Humira - showed it was not as good as Abbott's market-leading drug in controlling arthritis symptoms, AstraZeneca said on Thursday.

The news is a blow for Britain's second-biggest drug maker, the shares of which fell 3 percent by 1520 GMT, and a bigger setback for its small partner, Rigel Pharmaceuticals. The U.S. company's shares tumbled 31 percent on Nasdaq.

AstraZeneca is chasing rival Pfizer in the race to develop a convenient oral alternative to anti-TNF injections like the $9 billion-a-year seller Humira, which have led the field for the past decade.

But while Pfizer's new pill Xeljanz won approval from U.S. regulators last month and proved as good or better than Humira in tests, analysts have been skeptical about prospects for fostamatinib after mixed results in earlier studies, including raised blood pressure in some patients.

The Phase IIb monotherapy results will do nothing to inspire confidence that fostamatinib can become the kind of multibillion-dollar seller that AstraZeneca needs to offset expiring patents on its existing best-selling medicines.

Although it proved better than placebo at some doses, the failure to match Humira's efficacy is "likely to limit the product's commercial potential", Panmure Gordon analyst Savvas Neophytou said.

Salveen Richter, of Canaccord Genuity, said the inferiority to Humira was a "significant negative".

PATENT CLIFF

With this year's loss of exclusivity on schizophrenia drug Seroquel, and Nexium for stomach acid and cholesterol fighter Crestor set for U.S. patent expiries in 2014 and 2016, AstraZeneca faces one of the industry's steepest patent "cliffs".

The six-month Phase IIb clinical trial, which involved 280 patients, is not yet the definitive test for fostamatinib, however.

A more comprehensive assessment of the drug used in combination with other medicines is being carried out in pivotal Phase III studies that will report results in the first half of 2013 and would form the basis of any regulatory submissions.

Even if approved, however, many analysts believe that fostamatinib, which AstraZeneca licensed from Rigel in 2010, could be sidelined as a marginal product in a highly competitive market.

The setback is the latest in a series of pipeline disappointments for AstraZeneca, which recently appointed a new chief executive - former Roche executive Pascal Soriot - to revive its fortunes.

Rheumatoid arthritis has been one of the most lucrative segments for drug makers, leading to significant investment in the hunt for new products. The autoimmune disease leads to the body's immune system mistakenly attacking healthy tissue, causing inflammation and pain in the joints.

Publisher APN Reports Falling Ad Revenue On Both... | Stuff.co.nz

APN News & Media says advertising revenue has plunged 10 per cent across New Zealand and Australia in the second half of this year.

The publishing company, which owns the New Zealand Herald, previously posted a A$319 million (NZ $398m) loss for the half year to June on the back of impairments in the value of its main mastheads.

It also instigated a strategic review of its New Zealand assets in May which it says it has now been completed, according to a trading update just issued to the New Zealand and Australian share markets.

APN's NZX share price opened this morning at 38 cents while the ASX price was at A31.5 cents.

The company said it expected earnings before interest, tax, depreciation, amortisation and "exceptionals" [EBITDA] for the full year would be between $150m and $155m, while net profit after tax and before "exceptionals" would be between $51m and $54m.

APN said the strategic review had involved discussing strategic options and consolidation opportunities across the New Zealand market with "a number of parties".

The company announced last month that it was looking to sell The Star newspaper in Christchurch, the Oamaru Mail and the Capital Community Newspaper group in Wellington and has "received substantial buyer interest".

"Our primary objective for this review was to maximise shareholder value. Many of the opportunities we considered have not been pursued as they failed this basic test," said APN chief executive Brett Chenoweth.

"We have many of the best media assets in the country and if new partnerships or structures do not add value we will not pursue them."

APN has already changed the Herald's format from broadsheet to compact size and is currently cutting more editorial staff from its newsroom.

The company said cost cutting initiatives had generated A$25m in savings across the business in 2012 and a similar result was expected in 2013.

In August APN announced it was in the process of "reducing its headcount" by a further 100 employees in the New Zealand publishing business in 2012, adding to the 400 redundancies which have been made in the past three years.

EBITDA from APN's New Zealand media businesses was expected to be up on the first half result of $16.9m, which was 23 per cent down on the previous corresponding half in 2011.

Advertising revenues in New Zealand were expected to be down 9 per cent for 2012, with the majority of the shortfall attributed to declines in display and employment advertising, and some due to the comparison of the Rugby World Cup in late 2011.

Online voucher seller GrabOne's revenues were increasing "month-on-month" and was expected to contribute $4m to APN's earnings for the year.

Well, tonight, all you iPhone folks can once again get Google telling you where to go (assuming you weren't already using web-based Gmaps), as the much anticipated app has landed in the App Store. The best news? As was foretold, it's brought turn-by-turn navigation along for the ride -- we trust you won't need Google (or us) to tell you where to find the download. There's no iPad-optimized version yet (although it is iPhone 5 ready), hit the source link to download for iPhone now, check out the list of features and intro video after the break.

Nadal confirms he'll return to action in Abu Dhabi

MADRID (AP) ? Rafael Nadal is ready to return to tennis, confirming Tuesday that he'll play in an exhibition tournament in Abu Dhabi at the end of the month following a six-month break to recover from a knee injury.

"Can't wait to get back on court in Abu Dhabi at the end of the month," the 11-time Grand Slam champion said on his Facebook page and Twitter account. "I won the Mubadala World Tennis Championship in 2010 and 2011 ? would love to get my hands on the trophy again this year!"

The 26-year-old Nadal began practicing on a court in his hometown of Manacor on the island of Mallorca on Nov. 20 under the supervision of his uncle and coach Tony Nadal and a physiotherapist.

The Abu Dhabi tournament starts Dec. 27 and will feature a six-man field that includes top-ranked Novak Djokovic and No. 3 Andy Murray of Britain.

While Nadal had long been scheduled to play in the event, he was cautious in a radio interview last week about how quickly he could return to full fitness after such a long layoff. Nadal has not played since a stunning second-round loss to 100th-ranked Lukas Rosol at Wimbledon in June due to the partial tear of a tendon in his left knee.

The injury denied Nadal an opportunity to defend the Olympic singles gold at the London Games and forced him to pull out of the U.S. Open and Spain's Davis Cup final against the Czech Republic, which his teammates lost without him last month.

Amazon updates Flow for Android with text recognition and group scanning

Amazon's augmented reality app for bargain hunters on-the-go, Flow, just got a bit handier with the recent addition of deeper search functionality. Released initially on iOS in November of 2011 and subsequently made available to Android users this past July, the app allows users to browse and compare prices in Amazon's inventory by scanning items in brick-and-mortar shops. And now, with this latest Android-only update, users will also be able to incorporate text, URLs and phone numbers into their image queries, as well as scan and receive data on a slew of items in one pass. We saw a premature report out of Japan late last month, but it appears that Ichiro Suzuki will indeed be back with the Yankees next season.

ESPN?s Buster Olney reports that the Yankees are ?moving closer? to an agreement with Ichiro and that a deal is expected to be done within the next few days. Ken Rosenthal of FOX Sports reported yesterday that the Yankees were ?showing strong interest? in re-signing him and quoted a source who said that a deal ?will happen.?

No word yet on the terms being discussed, but it?s a good bet he?ll see a sharp drop in salary from the $17 million he made last season. The 39-year-old outfielder batted .322/.340/.454 with five home runs, 27 RBI and a .794 OPS in 67 games after being acquired from the Mariners in July.

Assuming the deal gets done, Yankees general manager Brian Cashman will likely look for a right-handed bat to mix in with lefty bats Ichiro, Brett Gardner and Curtis Granderson. Scott Hairston, who socked a career-high 20 homers this past season with the Mets, has been mentioned as a possibility.

Romanian gov't expected to win bitter elections

BUCHAREST, Romania (AP) ? Romanians braved snow and heavy rain on Sunday to vote in a parliamentary election expected to return the government to power, a result that could inflame the personal rivalry between the nation's top two officials and bring yet more political upheaval.

Authorities were asking the army and the defense ministry to help clear roads closed by blizzards, and some 250 polling stations were prevented from opening on time, officials said. Though early turnout was low in some areas, it was unclear what kind of effect that might have on the vote.

Many Romanians are fed up with the power struggle between the country's top two leaders, especially as the country remains one of the poorest and most corrupt members of the European Union. Romania is enduring deep austerity cuts in return for a ?20-million ($26-million) bailout to help its foundering economy.

Prime Minister Victor Ponta's coalition is expected to win a majority, but his battle with President Traian Basescu threatens to throw the country into a political standoff no matter the outcome.

Basescu must nominate the prime minister, and he has indicated he may not appoint Ponta even if his coalition takes the vote. The two have openly battled since Ponta tried and failed to impeach the center-right Basescu in July.

Basescu has been outspoken in his criticism of Ponta, accusing him of failing to follow democratic reforms in the formerly communist country, and calling him "a compulsive liar" who plagiarized his doctoral thesis. Ponta says Basescu is a divisive figure who has overstepped his role as president by meddling in government business.

Basescu could nominate someone else, but his choice would have to be approved by Parliament. If his candidate fails in two rounds of voting, Parliament could be dissolved.

Heavy rain was falling in Bucharest early Sunday, but it eased off later. Seven hours after voting began authorities said the turnout nationwide was 20.56 percent, normal for a parliamentary vote, but there was a significantly lower turnout in western regions hardest hit by snow.

Valentina Lupan, an architect voting in Bucharest, said she was determined to cast a ballot, despite the bad weather.

"People will go and vote even if there's snow and rain because they've had enough," she said. "We've had enough of being insulted and humiliated. We want a normal life."

As he voted, Basescu again accused the government of this former communist country of failing to devote itself to democratic reforms. He said Romania must continue its "path toward the West" and show the world it is "headed toward Brussels, not Moscow, and Washington, not Beijing."

For his part, Ponta said he remains committed to leading Romania to a better future.

More than 18 million Romanians are eligible to vote in Sunday's ballot to elect 452 representatives of a two-chamber Parliament for the next four years. Parties need at least 5 percent of the vote to secure a seat in the two-chamber legislature.

Polls put Ponta's Union of Socialist Liberals at about 57 percent, with Basescu allies, the center-right Just Romania Alliance, second with about 20 percent. The populist party of media tycoon Dan Diaconescu has profited from the rancor, coming in third with about 15 percent.

Besides the failed bid to impeach Basescu, the country has seen three prime ministers and Cabinets this year and huge anti-austerity protests. The EU and the United States criticized the government for failing to respect the rule of law and of ignoring constitutional rules during the impeachment attempt.

The Organization for Security and Cooperation in Europe was monitoring Sunday's vote.

If President Obama takes the position of many in his party ? AFL-CIO chief Richard Trumka, for example, has written, ?NO to cuts to Social Security, Medicare and Medicaid and YES to fair taxes on the wealthiest 2 percent?? there will be no deal. But that would not stop the Republicans from saying right now: While we do not support raising taxes on anyone, especially in this weak economy, we will accept the president?s top-bracket rate increase in exchange for trillion-dollar cuts in the big three entitlement programs.

Doing that would forestall the Democratic attack that the GOP will not bend on tax rates. Instead, it would be the president who?s not bending. Of course, Obama ? and many in the media ? would find other grounds to attack Republicans. But since the GOP is ultimately going to relent on the top tax rate, why not do it when it has some benefit?

During the campaign, Obama made brief and vague references to cutting spending. ?I?ve signed a trillion dollars? worth of spending cuts,? he said at a Nov. 1 rally in Green Bay, Wis. ?I intend to do more.? (The $1 trillion was a reference to the sequestration cuts agreed to by both parties that Obama has now said won?t happen.)

Obama has never specified what ?do more? means. In a question-and-answer session Monday on Twitter, the president was asked, ?Why not place more emphasis on reducing government spending than on raising revenues??

Should you start Bush against the 49ers this week?

Week 14 is a brutal time to make fantasy football decisions on your own. In that same breath, with the fantasy football playoffs alone hitting you like a ton of bricks, it?s not always the best thing to get too much advice. Your hosting league always has something to throw at you (Yahoo, ESPN, etc), the guys in your league, your bro-in-law, the forums, and even the smaller sites like me. And we?re not even getting into Twitter, Facebook or the dangerous realm of your own damn conscience yet.

But that?s why our Fantasy Football Decision Maker column exists and works. We pit several guys against each other at all the major positions, to give fantasy owners another avenue to stroll down before they make their final lineup decisions. That doesn?t mean we?ll always be right, but at least you?ll get our dose of logic and see it from another angle. We try our best to pick fantasy matchups that make sense ? ones that you actually might be struggling with, and come away with a clear-cut fantasy decision.

With the fantasy playoffs starting and your season on the line, I?m going all-out in week 14. Quarterback Decisions

Andrew Luck, QB, Indianapolis Colts vs. Matt Ryan, QB, Atlanta Falcons

Ryan has two touchdowns to six picks in his last three games and faces a Panthers pass D that has been surprisingly effective in 2012. Luck also throws picks, but is coming off of a monster game and has a delicous matchup with the Titans. Normally I say stick with your studs, but the writing is on the wall. Go with Luck.

Eli Manning, QB, New York Giants vs. Robert Griffin III, QB, Washington Redskins

Manning faces a Saints defense that is getting better, but still isn?t very good. RG3 faces a Ravens defense that still might have Terrell Suggs, but he?s less than 100% and this defense isn?t what it once was. Manning has been shaky overall over the past several weeks, while RG3 routinely gets it done for you. There?s no sense in shying away from RG3 now, even with a relatively questionable matchup. I?m sticking with Griffin III.

Josh Freeman, QB, Tampa Bay Buccaneers vs. Tony Romo, QB, Dallas Cowboys

A lot of people are down on Romo against the Bengals this week, and it?s understandable, as the Cincy defense has been pretty tough lately. However, most of their solid performances have been against pretty weak teams (save for the Giants). I actually like Romo with his back against the wall, while he?s been red hot lately. Freeman is a sound alternative, and the Eagles are a great matchup. I think either will do well, but I?m going to ride out this run with Romo.

Colin Kaepernick, QB, San Francisco 49ers vs. Russell Wilson, QB, Seattle Seahawks

Both guys have good arm strength and elite athleticism, but Kaep clearly has the better matchup this week. I also think Kaep didn?t come close to living up to expectations last week, and could really turn things around against a weak Dolphins pass defense. Wilson is the better traditional passer and has proven himself more over the past few weeks, but Arizona can be a deadly matchup. Both guys have upside, but I think Kaepernick is set up for a huge week. I?m rolling with Kaep.

Running Back Decisions

Alfred Morris, RB, Washington Redskins vs. Bryce Brown, RB, Philadelphia Eagles

Morris has turned in two 100+ yard performances, while Brown has blown the lid off the league in his last two starts. Both guys are in for great roles this week, but also have tough matchups on paper. I prefer Brown here, as he?s more explosive and I can?t go against his hot roll.

Vick Ballard, RB, Indianapolis Colts vs. Beanie Wells, RB, Arizona Cardinals

Beanie Wells was solid in his return two weeks ago (two scores), but fell apart last week and is now nicked up again. I much prefer Ballard, who faces a weak Titans defense and is all alone in Indy?s back-field this week with Donald Brown ruled out.

Michael Turner, RB, Atlanta Falcons vs. Ryan Mathews, RB, San Diego Chargers

Two huge names in fantasy that just don?t get it done on a regular basis. Mathews literally has zero 100+ yard rushing games and just one touchdown in 2012. He faces a tough Steelers defense this week, too, so I don?t see any logic that points to him. I know Turner is slowing down and losing touches to Jaquizz Rodgers, but at least he scores. Facing a bad Carolina run D certainly doesn?t hurt, either. It?s an easy pick ? Turner.

Reggie Bush, RB, San Francisco 49ers vs. Mikel Leshoure, RB, Detroit Lions

Bush is clearly the more explosive back, but he?s been struggling with his health and the proper amount of touches all year. Throw in a matchup with the 49ers, and I can?t buy him for week 14. Leshoure gets a banged up Packers defense and and has scored once in each of his past three games. I?ll take Leshoure.

Wide Receiver Decisions

Chris Givens, WR, St. Louis Rams vs. Josh Gordon, WR, Cleveland Browns

Givens has proven he can do it all ? make big plays or do his best Danny Amendola impression. While that?s tempting, Gordon deserves a look, too, as he dropped 100+ yds and a TD last week and gets a shaky Chiefs D in week 14. I really like both guys this week, but I have to lean to Gordon just because he?s Cleveland?s #1 man and I feel a roll coming on.

Danario Alexander, WR, San Diego Chargers vs. T.Y. Hilton, WR, Indianapolis Colts

Alexander has put up some solid efforts and is clearly the main offensive threat in San Diego. That?s awesome, but he faces a tough Steelers pass defense this week. However, top corner Ike Taylor is shaky and might even miss week 14. Hilton has been very solid over the last several weeks and has a killer matchup with the Titans this week, so you?ve got a tough call on your hands. To me, this hinges on Ike Taylor?s status. If he?s a full go, I?m riding Hilton. Otherwise, roll with Alexander.

Greg Jennings, WR, Green Bay Packers vs. Randall Cobb, WR, Green Bay Packers

No Jordy Nelson this week means more balls to go around in Green Bay. Jennings was pretty quiet in his return from a groin injury (4 rec, 46 yds), but Cobb hasn?t exactly been blowing it up the past two weeks, either (10 rec, 101 yds, 0 TD). With Nelson out, a healthy Jennings is the guy to play against Detroit.

Pierre Garcon, WR, Washington Redskins vs. James Jones, WR, Green Bay Packers

Jones will see a solid amount of targets with Nelson out (see above), but this is still a battle considering Garcon looks as healthy as he?s been all year and now has 86+ yards and a touchdown in back to back weeks. While Jones will be tempting, I think you have to go with Garcon. His matchup isn?t the best (Ravens), but he?s getting it done and you know RG3 will throw to him routinely.

Tight End Decisions

Vernon Davis, TE, San Francisco 49ers vs. Jermichael Finley, TE, Green Bay Packers

I know neither of these guys are all that reliable, but I like both to have solid games this week. Finley has been the better play the past two weeks and scored against Detroit the last time he met them, but I?m actually rolling with Davis. His matchup with Miami is solid and he?s simply due for a good game.

Martellus Bennett, TE, New York Giants vs. Jermaine Gresham, TE, Cincinnati Bengals

Both of these guys have been solid lately, but both also struggle to get more than 4-5 balls a game. They?re not elite, but you can do a lot worse. Their teams face each other this week, and the matchup bodes well for Gresham over Bennett.

Dennis Pitta, TE, Baltimore Ravens vs. Kyle Rudolph, TE, Minnesota Vikings

Rudy is scoring touchdowns and racking up catches again (18 rec and 3 TD in last three games), while Pitta is back to his inconsistent ways. Pitta has the better matchup by far, but Rudolph is getting it done consistently and scored against the Bears in the first meeting. I?ll chant Rudy! on Sunday.

Scott Chandler, TE, Buffalo Bills vs. Dustin Keller, TE, New York Jets

Chandler is a TD threat and nothing more, while Keller?s moderate talent is being held in check by his own offense. Keller has the better matchup but these guys rival each other in production, so I have to lean with the guy more apt to score. Chandler is the call.

Team Defense Decisions

Miami Dolphins DEF/ST vs. Cleveland Browns DEF/ST

Miami takes on the 49ers while the Browns welcomes the Chiefs to town. Not much to think about here when Brady Quinn is a part of the mix. I?m taking Cleveland.

Dallas Cowboys DEF/ST vs. San Diego Chargers DEF/ST

Dallas has been questionable on D and faces a pretty solid Bengals offense, while the Chargers have been solid on D and get the Steelers with Big Ben returning. I know the Cowboys have been shaky, but the Chargers are just a mess. I?ll give Dallas a chance here.

Minnesota Vikings DEF/ST vs. St. Louis Rams DEF/ST

Minnesota welcomes the Bears to town, while the Rams take on the Bills. Jay Cutler can always get lost in a flurry of interceptions, but I doubt that happens. Minnesota will be a decent D to use, but I much prefer the Rams against a skittish Ryan Fitzpatrick.

New York Giants DEF/ST vs. New England Patriots DEF/ST

Both defenses can be elite when they want to be, while both have stiff tests against explosive offenses (Saints and Texans, respectively). Normally I?d go against New York here because they look like they?re ready for another late-season collapse, but I can?t see New England?s pass defense stopping Andre Johnson and Owen Daniels. I?ll take the Giants here by a hair.

China's CNOOC lauds Canadian approval of Nexen buy

China's state-owned CNOOC said on Saturday that it is delighted that the Canadian Ministry of Industry has approved its $15.1 billion proposed takeover of Canadian oil and gas producer Nexen.

Once finalized, it will be China's largest overseas energy acquisition, coming at a time when other Chinese companies such as telecommunications giant Huawei are encountering difficulties in expanding in North America, Europe and Australia.

Wang Yilin, chairman of China National Offshore Oil Co., said the approval is recognition of the acquisition's long-term economic benefits for Calgary, Alberta and Canada.

Nexen is headquartered in Calgary in Canada's Alberta province and is to remain there after CNOOC's takeover as its head office for north and central American operations.

"I express my appreciation for Canada's welcome of our investment," Wang said in a statement Saturday.

CNOOC Chief Executive Officer Li Fanrong said the takeover will bring opportunities for Nexen employees, partners and CNOOC. "We are delighted that the Ministry of Industry has concluded that this transaction represents a 'net benefit' to Canada," he said.

China's Ministry of Commerce could not be reached for comment Saturday.

Despite the approval, the Canadian government said it will reject any future takeovers in the oil sands sector by foreign state-owned companies unless there are exceptional circumstances.

"To be blunt, Canadians have not spent years reducing ownership of sectors of the economy by our own governments only to see them bought and controlled by foreign governments instead," Canadian Prime Minister Stephen Harper said.

In 2005, U.S. lawmakers blocked a CNOOC $18.5 billion bid to buy the oil company Unocal over national security concerns.

Ousted GOP freshmen demand explanation from Speaker Boehner

Three Republican congressmen who were booted from House committees are demanding an explanation from Speaker John Boehner (R-Ohio).?

Reps. Justin Amash (R-Mich.), Tim Huelskamp (R-Kansas) and?David Schweikert (R-Ariz.) sent a letter to Boehner asking for?"a full and complete written explanation of the rationale for removing us from our current committee assignments, including any 'scorecards' presented to the Steering Committee to justify our removals."

?Two days ago I asked House GOP Leadership to explain why we were taken off key committees, but my questions have gone unanswered,? Huelskamp said in a statement. ?Not only do I deserve answers, but the people of Kansas deserve to know as well. And, my colleagues who have been safe so far should know to how they can avoid retribution in the future. After all, the entire GOP conference was warned last week that leadership is watching their votes as well."

All three lawmakers were reportedly punished for bucking House leaders on important votes.?Amash and Huelskamp were removed from the Budget Committee, while Schweikert was kicked off the Agriculture panel.

The removals have become a brewing controversy within the Republican ranks, with Tea Party groups and organizations like the Club for Growth rallying to their defense.

In the letter to Boehner, the lawmakers complained that some GOP members learned of their removal through news reports rather than from the Steering Committee, and complain that the Speaker had never indicated which specific votes could lead to their committee removal.

"Through this past term, we were not aware that any such scorecard existed, nor that the scores would cause us to be removed from committee assignments," they wrote. "We believe this would be valuable information for the entire Republican Conference to know, so that each Member can make a full and complete decision when casting votes in the future."

The lawmakers requested a response from Boehner by the close of business on Monday.

Rep. Walter Jones (R-N.C.), who was removed from the Financial Services committee, did not sign the letter.?

All four of the lawmakers voted against the Budget Control Act last year that ultimately raised the debt ceiling, but set up the automatic triggers that may come if legislators are unable to reach a resolution to the "fiscal cliff."

The letter is seen as the opening salvo in what could become a nasty fight for the Speaker. Some Republicans are upset that Boehner has already signaled a willingness to compromise with President Obama on increased revenues, and American Majority, a Virginia-based conservative activist group, said this week they would lobby Republicans in the House not to vote for Boehner to retain his gavel.

On Friday, Amash said he would not commit to voting for Boehner as Speaker.?

"We're going to see how the next few weeks go and whether he's willing to make amends," Amash told CNN's "Starting Point." "Right now I'm not very happy with the Speaker."

Predator becomes prey: Google-funded drones to hunt poachers in Africa

Google has awarded a $5 million grant to the World Wildlife Fund?to use and adapt?new technologies to combat animal?poaching around the world. The group has grand plans for the money, which will be used for everything from camera-equipped drones to next-generation animal tags that send?text messages with critical information to?rangers.

"We needed?to find other ways where we could detect and deter poachers," Crawford Allan, head of wildlife trade organization TRAFFIC North America and one of the WWF's?on-call experts,?told NBC News. "It's been fairly rudimentary in places where there are very precious species to protect."?

Poacher operations have grown in scale and sophistication, despite efforts to curb?them. Rhinos used to be poached at a rate of 15 or 20 per year in Africa?? but now, because of high demand for rhino horn coming primarily from Asia, over 600 have been killed this?year alone.?Statistics for elephants and tigers are equally disturbing.

Enter Google, which awarded the Washington, D.C.-based WWF the grant as part of Google's?Global Impact Awards:?a larger, $23 million effort to fund tech uptake in areas like preservation and humanitarian endeavors. Allan describes the grant?as an incredible opportunity.

"We could have just gone on business as usual, making small steps," he said. "But now that we have a major partner in Google, we can finally take some big steps."

Part of the money has to go to such logistical concerns as updating laptops, buying gas for patrols, and making sure people on the ground are safe and well-supplied. But such a large grant also means the WWF can finally deploy technologies it's been waiting on for years.?

For instance:?Drones. Not fully autonomous ones, but human-piloted platforms that can relay information like acoustic signals and infrared imaging in real time to their operators and patrols on the ground.

"With the aerial vehicles,?we have not selected any particular system, and we may be looking to tailor one to our needs," Allan said. "But we're not going to be using a $200 hobby-shop device.?We're probably looking in the tens thousands of dollars range."

Such a platform would need to strike a balance between cost, capacity, noise, portability and many other factors. The WWF is doing initial aerial platform testing at sites in Namibia and Nepal, and is?hoping to partner with interested local governments.

Another big advance the WWF is excited about is a new system of animal tags. Existing ones are clunky,?use antiquated software,?and have a fairly limited battery life.?

A new type of tag is in the works that would work on a similar system to a GSM cellphone, and would not only be lighter and stronger,?but would?last longer (up to two years) and be able to collect and transmit far more data.

Animals' tags could text park rangers?with the animals' location and status, or retain and transmit other rich data. And they should only cost around $250 each ? peanuts compared with the tags the WWF uses now, each which can cost as much as $4,500,?with extra fees for satellite coverage.

But perhaps what the organization is looking forward to the most is a new, overarching system for integrating all the data created by satellites, aerial vehicles, patrols on the ground?and government reports. The methods for handling all this data aren't nearly good enough right now, said Allan.

He also said?that authorities aren't always willing to put this kind of infrastructure in place on their own, whether because of cost or corruption. The poaching business is very lucrative and officials in developing countries can be convinced to turn a blind eye for a price.

With the integrated system and better data for everyone involved, the WWF can work with international police and other non-governmental organizations?to track poached animals and parts using DNA analysis, law enforcement records?and other resources.

The process is just beginning. Allan cautions that?while the grant is going to make many things possible, it's not going to revolutionize the anti-poaching world overnight.?The WWF expects the testing and rollout of the new technologies to?take a couple years at least.

In the meantime,?Allan and others hope that just the idea of such powerful tools being put into the field will act as a deterrent.

Poachers may be confident when all they have to worry about is rangers with radios and jeeps. But when there's an army of networked drones, smart sensors?and high-tech surveillance watching every animal for miles, they may think twice before sneaking onto the Savannah.

Egypt demonstrators reject Mursi call for dialogue

CAIRO (Reuters) - Demonstrators rejected a call from Egypt's Islamist President Mohamed Mursi for a national dialogue after deadly clashes around his palace, demanding the "downfall of the regime" - the chant that brought down Hosni Mubarak.

Mursi said in a televised speech late on Thursday that plans were on track for a referendum on a new constitution on December 15 despite clashes that killed seven people. He proposed a meeting on Saturday with political leaders, "revolutionary youth" and legal figures to discuss the way forward after that.

But a leading activist group rejected the offer, and fresh demonstrations were called for Friday.

The "April 6" movement, which played a prominent role in igniting the revolt against Mubarak said on its Facebook page that Friday's protests would deliver a "red card" to Mursi.

Egypt has been plunged into turmoil since Mursi issued a decree on November 22 awarding himself wide powers and shielding his decisions from judicial review.

His Islamist supporters say the decree was necessary to prevent Mubarak-era judges from interfering with reforms. A constitution drawn up by a body dominated by Islamists is due to be put to a referendum next week.

The opposition has demanded that Mursi scrap his decree, postpone the referendum and redraft the constitution.

In his address, Mursi said: "I call for a full, productive dialogue with all figures and heads of parties, revolutionary youth and senior legal figures to meet this Saturday."

Several thousand opposition protesters near the palace waved their shoes in derision after his speech and shouted "Killer, killer" and "We won't go, he will go" - another of the slogans used against Mubarak in last year's revolt.

The Cairo headquarters of the Muslim Brotherhood, the group that propelled Mursi to victory in a June election, was set ablaze. Other offices of its political party were attacked.

TENTATIVE CONCESSION

The United States, worried about the stability of an Arab partner which has a peace deal with Israel and which receives $1.3 billion a year in U.S. military aid, had urged dialogue.

Mursi said his entire decree would lapse after the constitutional referendum, regardless of its result.

He said a new constituent assembly would be formed to redraft the constitution if Egyptians rejected the one written in the past six months.

The Republican Guard, an elite unit whose duties include protecting the presidential palace, restored peace on Thursday after a night of violence outside the palace, ordering rival demonstrators to leave by mid-afternoon.

Mursi supporters withdrew, but opposition protesters remained, kept away by a barbed wire barricade guarded by tanks. By evening their numbers had swelled to several thousand.

Thousands of supporters and opponents of Mursi had fought well into Thursday's early hours, using rocks, petrol bombs and guns. Officials said 350 were wounded in the violence. Six of the dead were Mursi supporters, the Muslim Brotherhood said.

Opposition groups have called for protests after Friday prayers aimed at "the downfall of the militia regime", a dig at what they see as the Brotherhood's organized street muscle.

A communique from a leftist group urged protesters to gather at mosques and squares across Egypt, and to stage marches in Cairo and its sister city Giza, converging on the presidential palace. "Egyptian blood is a red line," the communique said.

Hardline Islamist Salafis also summoned their supporters to protest against what they consider biased coverage of the crisis by some private Egyptian satellite television channels.

Since Mursi issued his decree, six of his advisers have resigned. Essam al-Amir, the director of state television, quit on Thursday, as did a Christian official at the presidency.

The Brotherhood's supreme guide, Mohamed Badie, called for unity, saying divisions "only serve the nation's enemies".

The Islamists, who have won presidential and parliamentary elections since Mubarak was overthrown, are confident they can win the referendum and the parliamentary election to follow.

As well as relying on his Brotherhood power base, Mursi may also tap into a popular yearning for stability and economic revival after almost two years of political turmoil.

Egypt's pound hit an eight-year low on Thursday, reversing gains made on hopes that a $4.8 billion IMF loan would stabilize the economy. The stock market fell 4.6 percent.

(AP) ? Hundreds of same-sex couples across Washington state started picking up marriage licenses Thursday as a voter-approved law legalizing gay marriage took effect.

King County, the state's largest, opened the doors to its auditor's office in Seattle just after midnight to start distributing licenses. But hundreds of people had lined up hours earlier, snaking around the building on a chilly December night. By Thursday afternoon, more than 450 licenses had been issued in Seattle, where the mood was festive overnight.

"We waited a long time. We've been together 35 years, never thinking we'd get a legal marriage. Now I feel so joyous I can't hardly stand it," said 85-year-old Pete-e Petersen, who with her partner, 77-year-old Jane Abbott Lighty, were the first to get a license.

After meeting 35 years ago on a blind date in Sacramento, Lighty and Petersen plan to get married Sunday. The couple has been out buying shoes and clothes for the wedding.

Washington state now joins several other states that allow gay and lesbian couples to wed. Gov. Chris Gregoire and Secretary of State Sam Reed certified the election results of Referendum 74 on Wednesday afternoon, and the law took effect at 12:01 a.m. Thursday.

R-74 had asked voters to either approve or reject the state law legalizing same-sex marriage that legislators passed earlier this year. That law was signed by Gregoire in February but was put on hold pending the outcome of the election. Nearly 54 percent of voters approved the measure.

The law doesn't require religious organizations or churches to marry gay or lesbian couples.

Because the state has a three-day waiting period, the earliest that weddings can take place is Sunday. Same-sex couples who previously were married in another state that allows gay marriage, like Massachusetts, will not have to get remarried in Washington state. Their marriages became valid here Thursday, when the law took effect.

Vicky Dalton, the Spokane County auditor, was designated as a point person for all of the counties preparing for same-sex marriage licenses. She said that as of 4 p.m. Thursday, more than 760 marriage licenses had been issued statewide to same-sex couples, with more than half of them being issued in King County.

At the Thurston County courthouse Thursday morning, Deb Dulaney, 54, and Diane McGee, 64, both of Olympia, arrived just before 9 a.m. The couple have been together for 16 years and moved to Washington state in 2005 from California, where they were registered as domestic partners.

McGee said they wanted to get married there but were unable to before voters passed 2008's Proposition 8, the amendment that outlawed gay marriage after it had been approved by court ruling. A federal court has since struck down Prop. 8, but an appeal on that case is still pending before the U.S. Supreme Court.

Dulaney and McGee registered as domestic partners in Seattle in 2005, and then through the state when the state's domestic partnership law passed in 2007. Now they wanted to take that final step of marriage. They haven't set a wedding date but said a simple service is planned within the 60 days that their license is valid.

"I feel much more moved by it than I thought I would," Dulaney said. "I thought we were just going to come here, get the paperwork and go home. But now, it's like, 'whoa.'"

"It's for real now," McGee told her.

Last month, Washington, Maine and Maryland became the first states to pass same-sex marriage by popular vote. They joined six other states ? New York, Connecticut, Iowa, Massachusetts, New Hampshire, Vermont ? and the District of Columbia, which had already enacted laws or issued court rulings permitting same-sex marriage.

Couples in Maryland also started picking up marriage licenses Thursday, though their licenses won't take effect until Jan. 1.

"I really imagined my life as being just with a partner and never having a wife, so to have this day come about and to be a part of it, it means everything to me," said Kim Hinken, who was the first person to get a marriage license in Anne Arundel County, Md.'s Circuit Court. The 52-year-old Edgewater resident said she has waited nearly 10 years to become legally married to Adrianne Eathorne.

Maine's law takes effect Dec. 29. There's no waiting period in Maine, and people can start marrying just after midnight.

In addition to private ceremonies that will start taking place across Washington state this weekend, Seattle City Hall will open for several hours Sunday, and several local judges are donating their time to marry more than 140 couples starting at 10 a.m. In Olympia, a group of local judges has offered to perform wedding ceremonies just after midnight on Sunday at the Thurston County courthouse.

Washington state has had a domestic partnership law in place since 2007. The initial law granted couples about two dozen rights, including hospital visitation and inheritance rights when there is no will. It was expanded a year later, and then again in 2009, when lawmakers completed the package with the so-called "everything but marriage" law that was ultimately upheld by voters later that year.

This year, lawmakers passed the law allowing gay marriage, and Gregoire signed it in February. Opponents gathered enough signatures for a referendum, putting the law on hold before it could take effect.
